it seems indeed that Akiyuki website is encountering some issues these days.
Have you tried to pay for the instructions in the Japanese version of the website ?
I just did a try and it seems to work fine.
Try also to contact Akiyuki in Japanese (using Google Translator or DeepL for instance), You should have better results
